"Analysis Tools and Monitoring Methods" is the second work package (WP) within the SISTEMaPARC project. In the focus of this WP are the administrations of cross-border national park regions and their needs of data and methods for cross-border data analysis and monitoring for nature conservation and development.

Protected cross-border regions in the Central, Adriatic, Danubian and South-East European Space face similar problems. Often one region of cultural and natural heritage is divided by frontiers into two national parks, biosphere reserves, nature reserves or protected landscape areas in two or more countries with two or more administrations, two management structures and – if existing – two spatial information systems (SIS). There is urgent need for the estab-lishment of elaborated monitoring and management schemes in protected regions due to increasing demands for homogenized documentation of natural heritage (cp. European and global initiatives like FFH of EC, WCM of UNEP-WCMC, UNESCO-World Heritage...) and for transnational planning and management (cp. networks of Natura-2000-Areas, establish-ment of ecological corridors, ..).
The project aims to foster regional to transnational levels of management and development of cross-border national park regions by improving or establishing cross-border and transnational networks of spatial information systems. The synthesis of management of protected areas and regions, especially national parks, by SIS has to be strengthened. Continuous support of national park authorities and other regional actors with special regard to landscape management, tourism marketing, visitor guidance, etc. will be provided. Cross-border and transnational communication based on the exchange and analysis of geo-spatial informations will support the establishment of structures for cooperation in and among specific regions in CADSES. Furthermore transnational exchange of experiences and know-how among cross-border national park regions in Central Europe is initiated. By monitoring and analysing the changes of land use patterns in time and space since the late 18th century indicators for the impact of political and socio-economical changes during history will be developed. By means of spatial information systems both functional in space as well as in time the observation and analysis of the recent and forthcoming situation before and after the declaration of EC-membership of the Czech Republic, Hungary and Slovenia as previewed for 2004 by will provide a large variety of complex spatial informations needed for transnational planning and policies.
The cross-border protected regions of Sächsisch-Böhmische Schweiz (DE/CZ), Neusiedler See-Seewinkel/Fertö-Hanság (AT/HU) and Krkonose/Karkonosze (CZ/PL) are the core regions in the project. The transnational approach is open-ended in order to assure the successive integration of additional regions during the project duration. Cooperation on that level is already declared by partners in the cross-border regions Triglav/Prealpi Giulie (SI/IT), Iron Gate (YU/RO) and Prespa (YU/AL) and Stelvio/Parc National Svizzer (IT/CH). This last region will serve as an initial link to connect the initiative with protected regions of the Alpine space later on.
The work packages of the project cover the following core activities:
Added value for the EC will be provided by the establishment of geo-spatial information pools and inter-European exchange of communication concerning the documentation, the management and the development of cross-border national park regions. These initiatives are preconditions for setting up and maintaining transnational networks of spatial information systems for management and development of protected areas and regions based on homogenized geo-spatial and thematic references. The project will thus promote the planning and establishment of ecologically sound spatial development strategies in the CADSES in general and of ecological corridors particularly. There is evidently a stringent contribution to the specific tasks of the European Spatial Development Perspective (ESDP), citing that “development and conservation of the natural [...] heritage through wise management“ has to be established and maintained.
